PUPIL APPRAISAL

 

 

The purpose of pupil appraisal services is to assist students who have academic, behavioral, and/or communication challenges, adjustment difficulties, or other special needs which are adversely impacting the student’s educational performance by providing services to students, parents, teachers, and other school personnel.  Pupil appraisal personnel are not limited to providing services solely to students referred for an individual evaluation.  Many students experiencing academic, behavior and/or communication difficulties may be helped through recommendations made by pupil appraisal personnel for use in the general education classroom, enabling the student to benefit from instruction in the general education curriculum and eliminating the need for referral for an individual evaluation.  Major functions of pupil appraisal personnel should include being child/student advocates and assisting students to remain in and profit from the general education curriculum whenever possible. 

As outlined in Louisiana Bulletin 1508, all referrals for enrolled students to pupil appraisal for evaluation shall be made through the School Building Level Committee (SBLC) with the approval of the principal/principal designee.  If a student is referred through the SBLC process for an initial evaluation, pupil appraisal staff shall be present to review the supporting documentation to ensure there are adequate data to suspect the student may have an exceptionality.

Professional members (Qualified Examiners) of our pupil appraisal department include: Supervisor, Facilitators, a Compliance Specialist; Educational Diagnosticians, School Psychologists, School Social Workers, Speech and Language Pathologists (Augmentative/Alternative Communication Specialists). 

 

 

Supervises, observes, and evaluates facilitators, pupil appraisal staff, administers pupil appraisal programs for Educational Diagnosticians, School Psychologists, School Social Workers, Speech and Language Pathologists and Augmentative/Alternative Communication specialists.  Supervises pupil appraisal programs to meet state and federal guidelines; plans and presents inservice programs on federal and state policies, participates with various community groups, organizations, and agencies that are concerned with exceptional children to provide services for disabled children and to secure pubic understanding; assists principals in planning with the school staff the implementation and evaluation of the special education programs; reviews personnel file of applicants, interviews applicants, and makes recommendations for teaching positions; performs related duties as required by the Director of Exceptional Children; keeps informed of current research findings and improved techniques in the areas of responsibility; supervises instructional committees to develop course modifications for content materials; coordinates curriculum programs with other programs in the system; maintains accurate records and reports and forwards them to the appropriate authorities; adheres to the policies and procedures established by the School Board, as well as rules and regulations mandated by federal and state laws; keeps informed on available national, state, and local regulations affecting curriculum.  Responsibilities also include interviewing, hiring recommendations, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.  Also responsible for reading, analyzing, and interpreting, common scientific and technical journals, financial reports, and legal documents; along with responding to inquiries or complaints from parents, school staff, the courts, regulatory agencies, or members of the business community. Proofreads In-State transfers to determine whether or not Louisiana guidelines are met as it relates to an exceptionality category and supports/services.  Participates with district school walk-through teams, SBLC presentations and any committee deemed appropriate by district level staff.  The Supervisor also works collaboratively with Supervisors and other staff in an effort to provide the district with the best possible services to students, parents, other school staff and the community at large.  Responsible for assuring staff has materials required to complete the evaluation process and to provide supports and services to students, parents and school staff, and any other duties as assigned by the Director of the Department of Exceptional Children.
