Jobs and Duties
Supervisor: Penny Harris-pharris@caddoschools.org
Coordinates the efforts of each departmental component to provide accurate and efficient data on the district’s special education population, and ensure that interventions are provided to students in need of behavior supports. Coordinate and investigate complaints received from parents, groups, students and other agencies regarding issues involving special education policies and procedures in the district. Compliance encompasses the monitoring of the implementation of regulations and procedures as outlined in IDEA, Bulletin 1530, Bulletin 1508, and Bulletin 1706. The supervisor works closely with district and state administration to ensure that Caddo Parish is providing FAPE to all students with disabilities.

Monitors classes (LRE, location, student: teacher ratio); addresses parent concerns about implementation of the IEP; transitions low-incidence students moving to new sites; transitions students with behavioral concerns to alternative settings; provides administrative supports to schools during the MDR process; provides professional development for teachers/staff to address IEP goal writing; communicates with attendance to utilize a rotation-method when placing students who have been moved for behavioral concerns and/or due to expulsion; and attends transition IEP meetings as needed.

Conducts MDRs, monitors SPED approved ISS rooms, provides alternative to suspension strategies to all schools, compiles and develops resources for behavior interventionists to use when in-servicing schools on the FBA/BIP development process; serves as support for the alternative sites and monitors their in-take reports; develops Compensatory Education Reports; and provides professional development to alternative schools and schools with specialty designed behavior programs.

Runs monthly SER reports and disseminates to each school; MOE/Discipline reports; defined class lists (ED/4-7-10 OSS/failing core grades/<80% attendance); IDEA/MFP Child Count; Data Sheets; SPED 6 in-put; IEP evaluation reviews; monitor Hospital/Homebound tracking list; annual self-review monitoring; MDR-NYE; parental involvement; annual state reports; SBLC accountability/status; confidentiality in-services; child find; class placement listing; school staffing rosters; parental concerns; bi-weekly IS newsletter; attends IEP meetings as needed.

Collects data (FBAs) to implement Behavior Intervention Plans; provides social skills lessons, counseling services (individual/group); conducts professional development on classroom management; technical assistance to administrators/staff for behavior intervention (regular and SPED students); participates in SBLC and IEP conferences; assists teachers with progress monitoring of behavior contracts and behavior plans.
